BOARD OF FINANCE
September 23, 2013, Adjourned from September 17, 2013

A REGULAR MEETING of the Board of Finance was held in the City Hall Auditorium on Monday,
September 23, 2013, having been adjourned from September 17, 2013.

Present were Mayor Ryan Bingham, Board of Finance members Bill Lamoin, Mark Bushka, Thomas Scoville, Frank Rubino and Laurene Pesce.  Member Brian Paganini was absent.

Mayor Bingham called the meeting to order at 5:00 p.m.

MINUTES
On a motion by Mr. Scoville, seconded by Mr. Rubino, the Board voted unanimously to accept the minutes of the Regular Meeting held on August 20, 2013.  Mr. Bushka and Mr. Lamoin abstained.

OPEN TO THE PUBLIC
On a motion by Mr. Bushka, seconded by Mr. Lamoin, the Board voted unanimously to open the meeting to the public.  There was no one present who wished to speak.

TORR. PUBLIC SCHOOLS ADMIN. ASSN. NEGOTIATIONS
Board of Education Human Resources Director Joseph Campolieta informed the Board of upcoming labor negotiations with the Torrington Public Schools Administrators' Association on the salary portion of their 3-year contract.  

TRANSFER FROM CONTINGENCY: Streetscape Project  
On a motion by Mr. Scoville, seconded by Mr. Rubino, the Board considered authorizing a transfer of $40,000 from contingency line item 0010.0047.5652.0000 to Fund 279, Main St. Realignment, for the City portion (20%) of the costs associated with the expansion of the limits of the streetscape project, pending City Council approval.

Ms. Proulx said she estimates contingency expenditures are under $1,000 so far.  Mr. Lamoin asked if there are other options. Ms. Proulx replied that the City Engineer and Public Works Director don't feel they have enough in their budget to cover this cost.   Mr. Lamoin recommended these funds come from the Street Dept. Capital Budget.

Mayor Bingham clarified the motion currently stands as taking the funds from contingency.  He added that taking the money from the Street Dept. Capital Budget could hamper projects such as street resurfacing.

A vote was taken and the motion was unanimously approved 4 to 1 with Mr. Lamoin opposed.

BUDGET TRANSFERS FY 12/13  
On a motion by Mr. Pesce, seconded by Mr. Bushka, the Board voted unanimously to authorize budget transfers for fiscal year 2012/2013 as listed in the Comptroller's two memos of Sept. 16, 2013, (ADDENDUM 1) and Sept. 19, 2013, (ADDENDUM 2) pending City Council approval.

POLICE RADIO UPGRADES
On an amended motion by Mr. Lamoin, seconded by Mr. Rubino, the Board voted unanimously to accept the Comptroller's recommendation to enter into a five-year lease/purchase agreement with Municipal Leasing Consultants for the upgrade to the police radio communications system in the amount of $297,159.60, including interest, pending City Council approval.  

Mr. Bushka asked what this lease entails.  Chief Maniago said it includes microwave point-to-point communication, new towers, attempting to attain a new frequency, upgrading current radios, attempting to construct buildings to store radio equipment at tower locations, upgrading currently installed equipment to public safety specifications and installing new repeaters to boost signal strength.  He confirmed that the City will own this equipment after five years.  Ms. Proulx said this will be in the Police Dept. budget in FY 2014/2015.  

BUSINESS BY MAYOR AND MEMBERS
On a motion by Mr. Scoville, seconded by Mr. Rubino, the Board voted unanimously to consider business by the Mayor and members of the Board of Finance.  Members thanked the Mayor and wished him well.

ADJOURNMENT
On a motion by Mr. Rubino, seconded by Mr. Bushka, the Board voted unanimously to adjourn at
5:24 p.m.
